Hair becomes dry when the cuticles lift, and the valuable moisture within the hair shaft evaporates. The rough surface that feels dry, indicates that the cortex (inside of the hair) is also dry, as the natural moisture has escaped. Heat styling can dry the hair. Dry hair is prone to static electricity and fly aways. Use conditioners that form a barrier, to stop the moisture from escaping.
